Despite the lack of solar energy initiatives throughout the state of Virginia, residents can participate in the multi-state Tennessee Valley Authority Generation Partners program. The program allows renewable energy system owners (residential and commercial) to sell 100% of their electricity products at a generous rate of $0.15/kWh. TVA also provides a bonus of $500 to Virginia residents and businesses.
In Virginia, net-metering guarantees that renewable energy systems are credited for the excess power generated from their systems. While this program is capped at 1% of the utility company's total participation, excess power is available for systems up to 10kW in size.
Virginia allows towns and counties to decide on full or partial exemption for property taxes, so be sure to check with your local municipality.
